The first recycling targets to reflect the relative carbon savings of processing procedures could be introduced as early as 2011. Defra has proposed differentiating glass recycling targets dependant on whether open or closed loop processes are used. Sending glass for remelt saves 0.3 tonnes of CO2 equivalent, whereas using it as aggregate saves none, according to Defra figures. The targets could affect how councils collect glass, as when it's commingled and sorted at a MRF, it is often only suitable for use as aggregate.
